The writer has been closely connected with the democratic parliamentary institutions and their affairs and he puts into these pages some shocking and painful informations as warnings to the practitioners of democracy in the country. It is like whistling for fruitful alertness and caution however disultory the whistling may be. One may not agree with all his views expressed in the pages but even the most critical reader will admit that the study in unbiased and a masterly presentation of some of the vexed problems of the parliamentary democracy in the country. The book conveys the idea to nourish, enlarge and beautify the working of parliamentary democracy and not to enfeeble it.

V. Bhaskara Rao (b.1939) Ph.D. (Osmania) is Professor and Head. Department of Political Science and Public Administration and Director. P.G. Diplomas in Rural Development and Personnel Management & Industrial Relations, Kakatiya University, Warangal. He has taught Public Administration for two decades in Osmania and Kakatiya universities. He is the author of two books viz. "Employer-Employee Relations" and  " Agrarian and Industrial Relations in Hyderabad State". He has contributed about 40 Research papers to several Journals. He guided Five Ph.D.s, and Five M.Phils.s He has served Kakatiya University in Different capacities as Principal, Member of Senate and Acadmic Council. B.Venkateswarlu (b.1948). Ph.D. (Kakatiya) is Reader in Political Science, Kakatiya University. He has been teaching Political Science for the last 12 years. He has published about 15 research papers in various Journals of repute. He has served as a Member of the secnate, Kakatiya University.
