Increasing crimes have posed a challenging problem for the social scientists in the modern age. Mr. Justice Iyer, known abolitionist of death penalty has come out with a definite view to reform a criminal rather than to finish his life. Prof. Dr. Meyer of West Germany has come with his country?s good experience after abolition of death penalty. On the other hand it has been argued that death penalty is the only punishment for barbarous acts like murder. However Supreme Court of India has given a verdict in the form of a directive that death sentence should be awarded in the rarest of rare cases. Mr. Hidayatullah, former Chief Justice of the Supreme Court and Vice-President of India rightly said it is not possible to select rarest of the rare cases for awarding death sentence. He asked for rethinking and for framing new policies of punishment. The role of the doctors was also emphasized. Further it has been the experience for some time that the immunities given to Diplomatic personnel are misused. To stop this misuse and in the light of the views expressed in the press from time to time it became necessary to review the existing customs and laws providing immunities. For the first time the experts from different countries assembled in Delhi and consider the various aspects and their valuable views have been recorded in this volume which is likely to prove equally useful to lawyers, judges, social reformers, journalists and students law.
