It is a fact that in many critical sectors, huge subsidy is given in many developed countries. These are well meant and targeted for the poor. The question is to what extent this is reaching the beneficiaries. To look into such cases, an analytical study was necessary. We started first with the US, the EC, Japan, Australia and New Zealand. With China’s entry in WTO, the field is wide open. We are all aware of the tremendous efforts made by our experts on China, Eastern Europe and Central Europe, Great attention has been given to the special problems of Russia, Brazil, Argentina, Mexico, Costa Rica and Peru have been attended with great care. So also the problems of new reformist countries like Singapore, Hong Kong, Malaysia, Thailand and the Philippines. The same applies to South Asian Countries like Bangladesh, Nepal, Bhutan, Sri Lanka and Pakistan. Thus the entire world has been covered. An exclusive chapter has been kept on India. From corruption angle, different sectors have been covered and different stages have been attended to China special attention has been given. Globalisation standard has been touched upon. J.K. Bagchi (b. 1939) obtained M.Phil. degree from The Cambridge University in the UK. He obtained Ph.D. degree from Guwahati University and LLB & M.Sc. from Calcutta University. He has been writing extensively on WTO & economic issues and has already authored thirteen books. He is member of committees under PESB. As a member of Indian Administrative Service (1963), he held many important positions. He retired in 1997 as Secretary in the Ministry of Steel, after putting in over 20 years in Ministries of Commerce & Textiles. He was the designated authority on Anti-Dumping & Chairman, State Trading Corporation. He also held many important positions in the State Governments of Assam & Meghalaya. For excellent work, Dr. Bagchi was awarded “PADMA-SHRI” at the tender age of 34 as the Deputy Commissioner, United Khasi & Jaintia Hills. He was given many times commendations by the Central Government & the State Government. Dr. Bagchi has served with distinction as consultant with FAO, ESCAP, UNCTAD & IJO. He was the Member, Appellate Authority, AAIFR for over 5 years. He had been the adviser on WTO issues. Dr. Bagchi has written about dozen books. He has travelled extensively all over the world.
