Urban Local Government in Mizoram
With the enforcement of the 74th Constitution Amendment Act, 1992, on 1 June 1993, the urban local-self government institutions in India have been institutionalized. The Act makes the urban local bodies as vibrant democratic units of self-government and aims at revitalizing and strengthening the urban governments so that they function effectively as units of local government.The Act gives constitutional status to the municipalities and brought them under the purview of justifiable part of the Constitution. Under the constitutional obligation, the State Governments is bound to adopt the new system and thereby constitute municipalities in accordance with the provisions of the Act.
The Mizoram Government passed the The Mizoram Municipalities Act, 2007 and later amended as The Mizoram Municipalities (Amendment) Act, 2009 to introduce municipal administration at Aizawl city by replacing the aged-old traditional Village Council administration since 1954. The functioning of Aizawl Municipal Council (AMC) started from 2010. The book is an indepth study on the emergence of AMC, its powers and functions, elections so far held to the AMC etc. It also studies the Ward Committee and Local Councils in details. The book will be the first of its kind which analyses in detail and will be of very useful document.
Dr. Arambam Prafullokumar Singh (Dr. A.P.K. Singh) (b.1962) did his Master’s Degree in Political Science and M.Phil in South East Asian Studies from Manipur University and Ph.D. from North Eastern Hill University (NEHU), Mizoram Campus, Aizawl. He was Principal of Government Mamit College, Mizoram for over 5 years. He is currently Associate Professor and Head, Department of Political Science. Earlier, he had published two books entitled “Election Politics in Manipur” and “Political Scenario of Mizoram: Past and Present”.He has been quite associated with a number of academic bodies, presented Papers in Seminars and published papers in national and International Journals.
