The book brings into fore the suffering and agony of the people of Orissa living in coastal belts after the Super cyclone. It gives an account of the vulnerability of the coastal belt people to a disaster like cyclone. It stresses upon the structural, spatial and sectoral analysis of livelihood sector, infrastructure sector, communication network, warning system, drinking water and health facilities. Finally the authors suggest both short and long term strategies in terms of policy measures for institutional preparedness to carry out the rescue, relief and rehabilitation operations aftermath.
