Development of rural economy has been one the main goals of developmental planning in India. Of course, this has registered some improvement as far as general economic activity and raising of the level of income are concerned, but the structural problems of rural economy could not be solved to the desired extent despite planned efforts for rural development over forty years. Dr. Keshav Dev Gaur (b. 1950) is an Assistant Director at the Indian Council of Social Science Research, New Delhi. He holds a Master’s degree and Ph.D. degree in Economics from the University of Rajasthan, Jaipur. Dr. Gaur, who has had a distinguished academic career, has several outstanding research publications to his credit, and is actively engaged in research. His book, Extent and Measurement of Poverty in India (1988, Mittal Publications) won him wide appreciation.
