Consultancy in medical and legal professions is well accepted in the society but its need in industrial and technical sectors especially by the small entrepreneurs is not well appreciated. The entrepreneurs from backward regions are not familiar with the role of consultancy. The cost of consultancy services is also high. it is in order to fill in this vital gap that the all-India and state-level financial institutions and the lead banks under the leadership of IDBI, have set up Bihar Industrial and Technical Consultancy Organisation Limited (BITCO). It is an apex body to promote consultancy services for the benefit of entrepreneurs operating in Bihar. The author has made a detailed study of the various aspects of BITCO, e.g., consultancy, project reports and fesibility studies, techno-economic and industrial potential surveys and entrepreneurial development programmes. The important issues relating to BITCO management and organisation and technical consultancy organisations in India have also been highlighted. This book initially analyses the operational efficiency of BITCO and has made though provoking suggestions for the effective discharge of its functions. The author has also analysed the problems which come in the way of fulfilling the objectives of industrial and technical consultancy and has made enquiries into the hindrances to determine the future course of action which may help in smooth functioning of BITCO and that of other institutions engaged in consultancy services elsewhere in the country.
