Union Territories are unique features of Indian Constitution. They are spread on the map of India like resins in a cake. They were created and liquidated to meet the exigencies of the time and circumstances. Political expediency followed by administrative convenience was the dominating reason for their continued existence. All the territories have different patterns of administration. Whatever institutions in the name of associating the will of the people with administration were created could not deliver the fruits of self-government or democracy. The denial of representation to Union Territories in Electoral College for electing the President who wields the power of governance has no sound rationale and basis. The Union Territories are the states in miniature. They are struggling for their full-fledged status. Dr. Sudhir Kumar (b. 1953) is a Senior Lecturer in the Post Graduate Department of Political Science. D.A.V. Post Graduate College Azamgarh (U.P.). He has all along a brilliant academic record. After graduating from Allahabad University in 1972, he was awarded Masters degree with Gold Medal from Gorakhpur University (1974). He obtained his doctoral degree from the Gorakhpur University. He has contributed several papers to various journals and is associated with several academic bodies like Indian Institute of Public Administration, New Delhi. Indian Political Science Association, U.P. Political Science Association and Poorvanchal University Political Science Association (P.U.P.S.A.). He is Zona Secretary U.P. Political Science Association and is editor of Poorvanchal Political Science Association journal. He is the author of Model Political Theory in Hindu which was recently published.
