The history of Municipal Administration in India is rather very recent. It was in 1861 that the British Government passed legislation for the formation of municipalities in some of the metropolitan cities of India. These municipalities were formed with a view to serve the interests of the British Administration. Now, that India has become free and its needs and aspirations are different, it is highly imperative that a fresh look is given to the Municipal Administration. The Indian Parliament in the recent legislation has tried to develop powers to the lower levels of the citizenry. Dr. Sita Ram Sharma has been a UNESCO Scholar and a Colombo Plan Scholar. He holds Master’s degree in Economics, Education and Hidi besides his Ph.D. in Education. He has edited multi volumes encyclopaedia in the field of Education, Linguistics and Rural Development. A prolific writer, he has authored a score of books so far. His fields of specialisation are history of education, teacher training, primary and adult education. His recent book, a biography of Dr. Shankar Dayal Sharma, President of India was widely acclaimed.
