Literacy and basic education are crucial for the human and economic development. India is one of the developing countries having a historical trend of low levels literacy rates. Out of the total 775 million adult illiterates in the globe in 2010, 37% of them are from India. Between 2001 and 2011 the number of illiterates declined by about 31million due to the effort of NLM. According to 2011 Census data, the highest literacy rate (94%) was observed in Kerala followed by Delhi, Himachal Pradesh, Maharashtra and Tamil Nadu. The lowest literacy rate of 64 % was observed in Bihar. With such literacy scenario in our country the book suggests measures to bring down the illiteracy rate in our country. The book is an empirical study based on primary and secondary data. The book is useful for the adult educators, the researchers in the field of Non formal Education and the policy makers of our country.

Dr. (Mrs.) W.S. Mylliemngap (b.1964) is presently working as Assistant Professor in the Department of Adult and Continuing Education, North Eastern Hill University, Shillong. To her credit, she has attended many regional and national seminars. She is a pioneer in the field of Adult Education and has developed reading materials (Primers) for the literacy programmes for the state of Meghalaya. She has conducted many training programmes in the community as part of continuing and extension education. She also leads the Mahila Samiti and has contributed immensely for the development of the locality. She is liked by all sundry in the locality and is loved by all sundry for her soft nature.

Dr. B.P. Sahu (b.1965) is presently working as Professor in  the Department of Adult and Continuing Education in North Eastern Hill University, Shillong. He obtained his Engineering Degree from Regional Engineering College, Kurukshetra, followed by Masters in Social Work and PhD in HRD from Kurukshetra University. He started his career in the Department of Social Work, Kurukshetra University as Part Time Lecturer. He was the founder faculty member of Department of Social Work, B.P.R College Kurukshetra and Assam University Silchar. He has served as first NSS Programme Coordinator in Assam University, Silchar. His area of interest includes HRD and Social Engineering.
