Three-fourth of the Indian population is in rural areas and is mostly illiterate and poor. The masses in rural areas are the grass roots of our democracy. To keep them poor and ignorant for long in dangerous not only to India but also to the world. The future of our democracy primarily depends upon the education of masses, and not of classes. The cess of money collected mainly from people in rural areas is diverted for the education of urban people who generally belong to the upper classes.
